Case Study: Achieving BCBS 239 Compliance

Sia Partners helped a European tier 1 bank to comply with BCBS 239 principles.

Challenge 

Sia Partners was asked to support the implementation of the BCBS 239 principles. The work was carried out on 5 key challenges that the banks encountered in their program: 

  • Establishing a control and governance framework;
  • Ensuring data architecture and governance compliance with the BCBS 239 principles;
  • Supporting the implementation of the automated metadata tool;
  • Implementing best practices to improve confidence in service delivery;
  • Conducting an end-user evaluation of IT tools;

Approach

Sia Partners relies on expertise in the field of data management in order to carry out an analysis for clients, while respecting a short deadline. Identifying the client's complex system architecture, Sia Partners collaborated with key players to define a data dictionary and target system architecture that not only complied with BCBS 239 requirements but also met the longer-term requirements of a complex and growing organization.

We also enabled the realization of organizational governance and share buyout. This was made possible through the establishment of a dedicated knowledge transfer function that designed, organized, and led workshops and training sessions, as well as using other knowledge transfer channels to communicate not only the requirements but also the benefits to staff, resulting in greater buy-in and accountability.

Results

As a testament to the work we did and our BCBS 239 expertise, the bank was able to learn about the BCBS 239 requirements in their entirety. In particular, Sia Partners assisted the bank in: 

  • Delivering the required data dictionary; 
  • Implementing a data archiving tool to analyze data flows; 
  • Aligning 150 critical data elements in the ledger using reliable sources; 
  • Defining target IT architecture, processes, and governance by integrating best practices in data governance and data quality; 
  • Establishing a roadmap for EUC's functional transformation;
  • Strengthening staff skills through a dedicated knowledge transfer function.
