Cesar joined Sia in 2018, following a career across multiple consulting and industry roles spanning Europe, South-East Asia, and the Middle East. He holds a Master’s Degree in Strategy and Innovation from the University of Oxford (UK), a Bachelor’s Degree with distinction in Mechanical Engineering from the American University of Beirut (Lebanon), and is currently a Doctorate candidate in Public Administration at the University of Paris-Dauphine (France).
He has developed strong expertise in the public sector, particularly in Strategy, Innovation, Sustainability, and Large-Scale Transformation programs.
Over the course of his career, Cesar has advised numerous government entities and contributed to the design and implementation of major national programs focused on service redesign and digital transformation, including the Public Service Evaluation Program in collaboration with the United Nations.
Today, Cesar is based in Dubai, focusing on public sector strategy, innovation management, and sustainability transformation.
He is also an active public speaker and mentor, collaborating with global think tanks and academic institutions, and supporting startups and entrepreneurs around the world.
