Scott Flavell

Scott is a Partner and leads our Energy and Utilities Practice in the UK and Ireland. He is an energy policy and regulation expert with 25 years of experience in market liberalisation, regulatory reform and privatisation. His current focus is assisting utilities adapt to the challenges of decentralised energy and improving customer engagement.

Scott joined the firm in 2014 to establish the Energy and Utilities Practice in London. During that time the team has developed market leading services in regulatory strategy and customer engagement, social value modelling and the application of data science and AI to improve the management of electricity networks.

Over the past 5 years the team has been engaged by every regulated electricity and gas utility in the GB market as well as undertaking policy work and audits for the regulator Ofgem. The team is also now developing a strong presence in the water sector through regular consulting assignments with the regulator Ofwat and a number of water utilities in England and Wales. In the water sector the areas of focus are regulatory strategy and water innovation. Scott is an economist by training and his career has spanned senior government policy and management roles together with management consulting.
