Sia’s Life Science and Healthcare Business Unit, Sia/LBG, focuses on supporting the life sciences and healthcare industries with strategic consulting, product development and non-dilutive funding expertise. This consulting division works with healthcare organizations, pharmaceutical & biotech companies, CROs, academia, medical device/diagnostic companies, and non-governmental organizations (NGOs) alike to solve complex business, scientific, regulatory, technological and product development challenges.  Our subject matter experts help advance our clients products and programs; supporting these companies—both large and small—to achieve organizational objectives and create tangible value for their stakeholders.

You will lead the identification, pursuit, and execution of government-funded programs on behalf of the firm and its clients. This role is responsible for the full lifecycle of government contracts and grants - from capture and proposal leadership through successful delivery of high-impact healthcare and life sciences initiatives. The ideal candidate brings deep experience in federal health agencies, government procurement, life sciences program delivery, and client advisory services.

Key Responsibilities

1. Strategic Capture & Business Development

  • Identify, assess, and qualify federal opportunities across agencies such as HHS, ASPR/BARDA, NIH, CDC, DHA, and related health/healthcare and research organizations.
  • Develop and maintain a qualified pipeline of submissions to government contracts, grants, cooperative agreements, and other funding vehicles.
  • Build and sustain relationships with Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program leaders, teaming partners, and industry stakeholders.
  • Lead capture strategy and proposal development, including solutioning, win themes, teaming strategy, and Gold Team reviews.
  • Translate complex life sciences, healthcare, and technical capabilities into compelling, compliant, and differentiated proposals.
  • Represent the firm at industry days, conferences, technical symposia, and client meetings to strengthen market presence and position the organization as a thought leader.

2. Program Delivery & Operational Oversight

  • Oversee delivery of complex government-funded life sciences and healthcare programs, ensuring projects are executed on time, within scope, and within budget.
  • Ensure compliance with applicable federal regulations and policies, including FAR, HHSAR, HIPAA, and other contractual and regulatory requirements.
  • Manage internal teams and external partners, including academic institutions, CROs, healthcare vendors, and subcontractors.
  • Establish performance metrics, KPIs, and governance structures to monitor program success.
  • Identify and mitigate delivery, compliance, operational, and reputational risks.

3. Client Advisory

  • Advise private-sector clients on navigating the federal funding landscape, including grants, OTAs, contracts, and public-private partnership opportunities.
  • Provide strategic guidance on market entry, agency engagement, capture readiness, and proposal positioning.
  • Monitor and interpret policy and legislative developments that affect healthcare and life sciences funding
  • Help clients align commercial capabilities to government mission needs and funding priorities.

Compétences

Required Qualifications

  • Bachelor’s degree in life sciences, public health, healthcare administration, business, public policy, government, or a related field.
  • 10+ years of professional experience in government consulting, federal health contracting, life sciences, healthcare strategy, or program management.
  • 5+ years of experience leading or supporting federal business development, capture, proposals, and/or delivery for health-related government programs.
  • Demonstrated experience working with or pursuing opportunities with agencies such as HHS, NIH, CDC, BARDA, ASPR, DHA, CMS, VA, or other federal health/life sciences organizations.
  • Strong knowledge of federal procurement and assistance mechanisms, including contracts, grants, cooperative agreements, OTAs, and IDIQs.
  • Experience leading cross-functional teams through the full lifecycle of government opportunities, including opportunity identification, capture, proposal development, award, and execution.
  • Proven success managing large, complex programs involving multiple stakeholders, subcontractors, and client groups.
  • Strong understanding of compliance requirements, including FAR, HHSAR, HIPAA, and standard government program controls.
  • Excellent written and verbal communication skills, including the ability to develop executive-level presentations, proposals, and client-facing materials.
  • Strong interpersonal and relationship-management skills with the ability to influence senior government, industry, and internal stakeholders.
  • Demonstrated financial and operational acumen, including budget oversight, resource planning, forecasting, and performance tracking.

Preferred Qualifications

  • Advanced degree (MBA, MPA, MPH, MS, or PhD) in a relevant field.
  • Experience in one or more of the following areas:
  • Biomedical research and development
  • Public health preparedness and response
  • Healthcare delivery transformation
  • Clinical operations or clinical research
  • Digital health / health data modernization
  • Biopharma, medtech, diagnostics, or laboratory systems
  • Prior experience with federal proposal leadership, including color team reviews, compliance matrices, and proposal strategy.
  • Existing network of relationships across federal health agencies, prime contractors, research institutions, and ecosystem partners.
  • Experience supporting or leading programs involving CROs, academic medical centers, research institutions, or specialized healthcare vendors.
  • Consulting experience advising private-sector clients on government growth strategy, funding access, or market positioning.

AI Fluency

  • Demonstrated AI fluency and comfort using AI-enabled tools to improve business development, proposal development, research, program delivery, and internal operations.
  • Ability to assess how AI, data analytics, and automation can support healthcare and life sciences consulting, federal program execution, and knowledge management.
  • Familiarity with responsible AI practices, including data privacy, compliance, human oversight, and risk management in regulated environments.
  • Ability to translate AI capabilities into practical use cases for internal teams and clients.

Office Workplace Guidelines
